PPP FORGIVENESS LOANS
Back in June, we reported in the Road Warrior that due to amendments made in the PPP Flexibility Act, SBA had made revisions to their applications and created a new 'EZ Forgiveness' application for forgiveness of the Paycheck Protection Program (PPP) loans. Last week, SBA released an even easier 'EZ Application' for those businesses applying for forgiveness of loans of $50,000 or less. The SBA reports that this will streamline the forgiveness process even further to allow for small businesses to complete the forgiveness process faster. It appears they primarily did this by simply removing the most complicated portion of the forgiveness application, which has to do with the formulas related to reductions in staff during the covered period. About 68% of all PPP loans are under $50,000, but they account for only 12% of the total money, so both the SBA and the banks who provided these loans would like to get them off their books as simply as possible. CARES ACT FUNDING
Governor Murphy announced another round of CARES Act funding, of which $70 million is targeted to support New Jersey's small businesses, though half of that funding is dedicated to restaurants (convenience stores are not being considered restaurants). All businesses with 50 or fewer "full-time equivalent" employees will be eligible for receiving funding in Phase 3 of this program, including businesses that have already received grants previously. The application process for this round of funding will work differently than it did in the previous two phases. In order to apply for funding you must first pre-register. The window to complete your pre-registration runs from this Monday, October 19th, until Tuesday October 27th. Once you have completed the pre-registration, the window for applying for the actual money will start at 9am on Friday, October 30th for "Micro-businesses", which is a business with 5 or fewer full time equivalent employees (FTE). Businesses with 6 or more FTEs start applying at 9am on Monday November 2nd. $15 million has been set aside for micro-businesses and $20 million for non-restaurants with more than 5 employees. A micro-business that is approved will get a grant (which does not have to be paid back) of $5,000, a business with 6-25 FTEs will get $10,000, and a business with 26-50 FTEs will receive $15,000.

NJ To Push For Public Backing On Climate Action With New Regulations
Instead of setting strict new limits on property development, environmental officials are aiming to win public support for action on climate change with updated regulations on mitigation and adaptation next year, a top officer from the Department of Environmental Protection said. Deputy Commissioner Shawn LaTourette said the department is gathering input from stakeholders including business groups, environmentalists and local government representatives for a wide-ranging update of regulations that implement several environmental laws. The regulations are being rewritten to allow for the effects of climate change including rising seas, heavier rains, bigger floods, higher temperatures, and longer dry spells.

COVID-19 Closes 6 Of New Jersey's MVC Offices, 7th Shuts For Construction
The following six centers were closed after an employee tested positive:
- Springfield Vehicle Center: Closed until Oct. 16
- Delanco Licensing Center: Closed until Oct. 24
- Eatontown Regional/Licensing Center: Closed until Oct. 24. The road test operations in a separate facility is open for appointments
- Paterson Licensing Center: Closed until Oct. 16
- North Bergen Licensing Center: Closed until Oct. 20
- Newark Regional Licensing Center: Closed until Oct. 16

SBA and Treasury Announce Simpler PPP Forgiveness for Loans of $50,000 or Less
The U.S. Small Business Administration, in consultation with the Treasury Department, today released a simpler loan forgiveness application for Paycheck Protection Program (PPP) loans of $50,000 or less. This action streamlines the PPP forgiveness process to provide financial and administrative relief to America's smallest businesses while also ensuring sound stewardship of taxpayer dollars.

Energy Information Agency Weekly Retail Gasoline Prices

Each week, the Energy Information Administration publishes a list of average gasoline prices for the previous three weeks. NJGCA will begin including this list with the Weekly Road Warrior. Remember, these prices are reflective of self-serve everywhere except NJ.
