OCTOBER 13TH IS COMING, ARE YOU IN COMPLIANCE
CLASS C TRAINING UPDATE
NJGCA MEMBER PASSING

 
After almost two years of sending information on the upcoming operator training requirements, we are coming down to the wire. I know many of you have passed your operator A/B exams and I know many of you have not passed or are waiting to take the test. There's no use crying about it, but it is hard to ignore how unhappy we are with the entire training and testing process. In my view, ICC has been horrible and we have wasted so much time complaining to people about them. Unfortunately, I also know many of you have ignored the entire process and have not even registered for the Rutgers classes or the exam. If you are one of those, it is going to be very difficult to keep you out of hot water if DEP comes into your location.
 
Here is what will happen on October 14th. If DEP comes to your location for a routine compliance inspection and you do not have a Class A/B Operator listed on your UST Registration, you will be cited for a minor violation and be given a 30 day grace period to get a Class A/B Operator designated for your site on your UST registration. If after 30 days you have not designated a Class A/B Operator, you will receive a notice of violation and a very steep monetary penalty. More importantly, at that point, you are subject to and will likely receive a delivery ban. Also important to remember is that if you do not have a valid UST registration with a designated Class A/B Operator, your distributor will not deliver gas to you because they will receive a $15,000 fine for delivering gas to a location without a valid UST registration. You will be subject to the same penalty for taking a delivery without a valid UST registration. I am sure that NJDEP will begin targeting locations that have not updated their UST registrations with a designated Class A/B Operator. You should also know that any time your location is open for business, a Class C Operator (usually the gas attendant) must be on site. You should have already received several emails from us regarding Class C training. Your Class C Operators can be certified by your Class A/B Operators. However, to make this process easier, NJGCA is working on a training module that we expect to be ready in about three weeks. Regardless of who trains your Class C Operators, they must receive Site Specific On-Site Training which should not take more than five minutes and will require you to keep a record of their certification. We have prepared a checklist to make this easier for you, click here to get the checklist.

On a sad note, I know many of you have developed a very caring relationship with our Director of Member Services Debbie Hill. I also know many of you have called her with questions recently to find that she has been less accessible than normal, as she had been going through a very difficult time dealing with her brother Michael’s serious health issues. Unfortunately, Michael lost his battle to cancer last week, and as you can imagine, it is a difficult time for Debbie. I would ask that you all keep her and her family in your prayers. Michael was also a long time NJGCA member and owned a gas and auto repair station in Somerset County. If you would like to see Michael’s obituary, click here. There will be a memorial service for Michael at Cusick Funeral Home in Somerville Saturday morning at 10:30 AM.

Stop turning away work!!
The New Jersey Inspection Program requires vehicles that fail emissions inspection to go to a Licensed Certified Emission Repair Facility and have a Licensed Emission Repair Technician perform the repairs! When the new Emissions Inspection program begins, a list of Certified Emission Repair Facilities will be given to the vehicle owners who fail the New Jersey Emission Inspection. If you want your business name on the list – make sure you have a Certified Licensed Emission Repair Technician and you are licensed as a Emission Repair Facility! Those signing up for the FULL training course will attend sections 1-10. Recertification classes start November 7.

Full ETEP class fees for members are $2,195 and non-members are &2,395
Recertification fees for members are $729 and non-members are $879.

Exxonmobil Gives $1 Million To Promote A Carbon Tax-and-Dividend Plan
ExxonMobil will give $1 million over two years to a group promoting a plan that would tax the carbon content of fuels, including the oil giant’s products, and return the proceeds of the tax to Americans. ExxonMobil said the $1 million will go to Americans for Carbon Dividends, a 501(c)(4) educational and advocacy organization created to support a carbon tax-and-dividend plan put forward by a group including former treasury secretary James A. Baker III and former secretary of state George P. Shultz. The tax would be $40 per ton of carbon dioxide, equal to about 36 cents per gallon of gasoline. It would also raise costs for natural gas and coal.

Trump's Ethanol Move Delivers Gift To Corn Country
President Donald Trump ordered the Environmental Protection Agency to expand sales of corn ethanol on Tuesday, delivering a gift to farm state Republicans a month before the midterm elections. The move ends months of bitter behind-the-scenes fighting between corn backers and the oil industry over Trump's calls to increase ethanol sales, and it could benefit Iowa's Republican governor, who is trailing her Democratic challenger in the polls, as well as at least two Iowa House incumbents who are also vulnerable. But the oil industry's most powerful trade group immediately said it will fight to block the action. . . EPA expects to finish a rule by the beginning of June to allow year-round sales of gasoline with 15 percent ethanol content, an increase over the 10 percent blends that are sold at most gas stations around the nation. The sale of the blends, known as "E15," is currently prohibited during the summer months in several states because of Clean Air Act restrictions, and corn growers have long sought to expand sales of the higher concentrations.

PayPal, Chevron Offer Digital Pay at the Pump
In early 2019, motorists filling up at a Chevron gas station will be able to pay for their fuel via PayPal, thanks to an agreement between the two companies, Digiday reports. Chevron USA said the partnership would allow customers to pay for car washes and gasoline with PayPal via the Chevron mobile app.

The Volatile Politics Of Rising Oil Prices
Via S&P Global Platts, "As oil prices hit new four-year highs Wednesday, the US State Department accused OPEC of withholding 1.42 million b/d of spare capacity from the world market." “Citing an OPEC spare capacity estimate from the US Energy Information Administration, State said that Trump administration officials are working with OPEC to produce the spare capacity they are 'not deploying,'" they report. Financial Times energy editor David Sheppard finds himself in reluctant agreement with Putin, writing...While calls for self reflection from Mr Trump — even from someone the US president once thought might be a friend — are likely to go unheeded, the inescapable conclusion is the US decision to reimpose sanctions on Iran’s energy industry has upended the oil market. The big question: Traders will be looking to see how much more oil Saudi Arabia and Russia may bring to the market in coming months to compensate for sanctions driving down Iranian exports. Another Way to Save on Your Energy Bills
We have had a number of NJGCA members successfully reduce their rate per kWh signing up through our energy saving program. We know it's difficult to collect 12 months worth of previous electric bills to get an "accurate" analysis when comparing a variable rate to a fixed rate, but we now have another option available. 
 
This new solution is a power purchase option; the other program is still in full force and has saved members thousands of dollars. If you sign up for the power purchase option, you will be grouped with other NJGCA members until the minimum kW demand is acquired. By pooling the member's usage together, you will be able to take advantage, as large energy users do, and receive a lower kWh rate.
 
Each member will receive their own contract. Each member is responsible to sign and return the agreement the day it is received in order to secure the price for their group. Please do your due diligence, so when you receive the proposal and the agreement you will be able to make an intelligent decision.
 
If by chance, you still want us to assess you bills, to give you a price to compare, we will require 12 months of your most recent utility bills. There are no bills required, but we would still like to have one bill per meter on file to check account #'s, meter #'s  service addresses and other pertinent information incase there is a problem.
 
The term of the agreement is for 12 months. During this term period, you will have price protection against any energy price increases along with a low fixed kWh rate.

Remember when you sign up your energy through the NJGCA Energy Program, TMP makes a considerable donation to the NJGCA Scholarship Fund through their proceeds. This has no affect on your rate, and costs you nothing out of pocket.
 
We hope to help hundreds of NJGCA members reduce their utility costs by participating in this and our other cost reduction programs.  Our purpose, in the endeavor, is to help NJGCA members lower their energy costs while supporting the NJGCA Scholarship Fund.
