You might remember from last week’s Road Warrior that Sal is away this week and has handed the Road Warrior reins over to me. You may have read a bit about me in the last edition of the On the Road newsletter; I’m very excited to have joined the team at NJGCA and look forward to ongoing communications with our members! 

For those of you with auto repair shops, if you fix or service Air Conditioning Systems, you need to make sure you are licensed in the Refrigerant Recovery and Recycling Program. The EPA requires service technicians that work on mobile A/C systems to take the Section 609 Technician Training Program. We heard the EPA is visiting shops and issuing costly violations of as much as $500 for not having the proper training. We reached out to our partner at Autopart International who informed us that they will not sell the refrigerant to customers without proof they have the proper training. You can get this training for as little as $19.00 through ASE. Click here for the direct link to the training program.

NJGCA members recently reached out to us for help regarding their Community Right To Know Survey (CRTKS). It appears New Jersey Department of Environmental Protection has changed the survey and some of the information you need to complete. We reached out to NJDEP for assistance in helping you, the new survey requires you to complete additional steps regarding the chemicals you have at your location that are above the threshold allowance. Gasoline, diesel, propane, lead, sulfuric acid, kerosene, and waste oil are just some of the chemicals that are usually at gas stations and auto repair businesses and are reportable for being over the reporting ranges. The new prompts ask you to check off the “Physical and Health Hazards” regarding each chemical you report on. We received a guidance document from NJDEP with samples on how to fill out the new survey, click here to view this document and check back in the coming weeks for more information.

Finally, we have mentioned previously that all sites with USTs will be required to have Class A, B, and C operators certified by October 2018.  Many of you have already taken the class offered only at Rutgers. More classes are being scheduled at the Rutgers Bordentown, New Brunswick, and Morris Township locations. Here is a helpful link:  http://www.cpe.rutgers.edu/brochures/intros/ust-AB.html

Completion of the A/B operator training program requires passing the Class A/B operator examination given by the International Code Council (ICC). On to our policy updates: It’s been a busy week in Washington with the recent release of President Trump’s budget and infrastructure plans for Fiscal Year 2019. President Trump has a vision for new bridges, highways, and roads across the country to improve and expand our nation’s infrastructure, and he would like to pay for it with a nationwide gas tax increase of 25˘ a gallon. New Jersey is no stranger to using gas taxes to pay for infrastructure projects; in 2016 Governor Christie and the Legislature enacted a 22.6˘ gas tax increase to fund the state’s Transportation Trust Fund. While the national Chamber of Commerce has endorsed an increase of that size, it seems highly unlikely that many Republicans in Congress will back an increase that would more than double the current tax rate of 18.4˘ a gallon for gas and 24.4˘ for diesel. We will be sure to keep our ears to the ground as more information on the tax is released.

Another policy issue we will be paying attention to for our convenience store owners are potential changes to the federal SNAP program (formerly known as food stamps). The Trump Administration proposed changes to the federal SNAP program, which provides assistance to low-income families to purchase groceries. The new proposal would reduce electronic benefits and instead would send a portion of benefits as USDA food packages for households receiving $90 or more per month in benefits. This would reduce customer choice and leave customers with less money to spend in actual stores. Big Food manufacturers are supporting this idea since the government would be buying the packaged goods from them. This change would roll back the successful free-market program in place now, and will be opposed by national food retailer groups.

I’m sure you all are paying close attention to lottery sales in the state, as ticket sales have decreased in the last year. We have discussed over the years the State’s privatization of the marketing of the lottery, with the contractor, Northstar, promising increases in revenue to the state. 2017 saw a decrease in sales, though some arguments credit this as a result of an unprecedented Powerball jackpot the year before and other external factors. We will continue to closely monitor lottery sales for our lottery retailer members.

Nuclear Plants are Profitable. Should N.J. Electric Customers Be Asked to Pay More?
State lawmakers are scheduled Thursday to consider legislation that could tack on at least $31 to the typical household's annual electric costs to keep the nuclear business profitable. The surcharge could yield about $300 million a year. The latest version of the bill includes provisions boosting solar and offshore wind generation, potentially pushing the cost of the bill even higher.

Turbulent Stock Market, Gas Prices Shake Consumer Optimism
Both a turbulent stock market and an increase in gas prices has resulted in a decrease in consumer economic optimism, the lowest it's been in six months. Data analysis shows that while consumers may be driving more in the coming months, they may not be spending more on household purchases and eating meals outside the home.

New York Retailers Face New Tobacco Rules
Several changes to tobacco purchasing regulations will take effect in New York within the coming months. The first change taking place this month will raise the biennial fee from the $110 currently charged for a cigarette retail dealer license, to $200 for the new tobacco retail dealer license that includes all types of tobacco sales. Businesses will also need a separate license for electronic cigarettes with all applications due April 25, of which a business will need to prove it was selling electronic cigarettes on or before August 28, 2017, to receive a license. On June 1, 2018, the price of a pack of cigarettes will jump to at least $13 in New York City, the highest price for cigarettes in the nation.

New Incentive for NJ Homeowners, Businesses to Install Solar Panels

The Senate Environment and Energy Committee recently voted to broaden the use of net metering, a system that allows owners of solar arrays to get paid for the electricity their panels produce when it is fed back into the power grid. In effect, the legislation (S-596) would lift a cap that allows utilities to stop offering net metering when generating capacity of solar systems by net-metered customers equals 2.9 percent of the state’s peak demand for electricity. The bill would double the cap to 5.8 percent of total electricity sales. Expanding New Jersey’s reliance on renewable energy is one of the priorities of the new Murphy administration, which has proposed having 100 percent of the state’s power produced by cleaner energy by 2050. Solar energy is expected to be a key component of that plan.

U.S. Senator's Biofuel Overhaul Faces Resistance

Texas Senator John Cornyn’s plan to overhaul U.S. biofuels policy faces resistance from the oil and ethanol sectors, reducing chances of a reboot to the controversial regulations, sources familiar with the matter said. The decade-old law requires refiners to cover the costs of mixing increasing volumes of biofuels, like corn-based ethanol, into the nation’s fuel supply by acquiring blending credits called RINs that can be purchased or earned. The centerpiece of the Cornyn plan includes the creation of a new type of ethanol RIN credit - called a D8 RIN - that the Republican lawmaker believes would lower the price of the existing ethanol blending credits, the sources said.

Oil Spill Tax On Oil Companies Reinstated as Part of Budget Deal
Oil companies will once again have to pay a tax to fund oil spill cleanups thanks to Congress's new budget. Senators voted to reinstate the 9 cents per barrel tax on both domestic crude oil and imported crude and petroleum products as part of an "extenders" tax bill package.

Another Way to Save on Your Energy Bills
We have had a number of NJGCA members successfully reduce their rate per kWh signing up through our energy saving program. We know it's difficult to collect 12 months worth of previous electric bills to get an "accurate" analysis when comparing a variable rate to a fixed rate, but we now have another option available. 
 
This new solution is a power purchase option; the other program is still in full force and has saved members thousands of dollars. If you sign up for the power purchase option, you will be grouped with other NJGCA members until the minimum kW demand is acquired. By pooling the member's usage together, you will be able to take advantage, as large energy users do, and receive a lower kWh rate.
 
Each member will receive their own contract. Each member is responsible to sign and return the agreement the day it is received in order to secure the price for their group. Please do your due diligence, so when you receive the proposal and the agreement you will be able to make an intelligent decision.
 
If by chance, you still want us to assess you bills, to give you a price to compare, we will require 12 months of your most recent utility bills. There are no bills required, but we would still like to have one bill per meter on file to check account #'s, meter #'s  service addresses and other pertinent information incase there is a problem.
 
The term of the agreement is for 12 months. During this term period, you will have price protection against any energy price increases along with a low fixed kWh rate.

Remember when you sign up your energy through the NJGCA Energy Program, TMP makes a considerable donation to the NJGCA Scholarship Fund through their proceeds. This has no affect on your rate, and costs you nothing out of pocket.
 
We hope to help hundreds of NJGCA members reduce their utility costs by participating in this and our other cost reduction programs.  Our purpose, in the endeavor, is to help NJGCA members lower their energy costs while supporting the NJGCA Scholarship Fund.
